Map of State Policies About Vaccine Requirements
This article tracks state government legislation and executive orders related to COVID-19 proof-of-vaccination requirements. Proof-of-vaccination requirements are business or government requirements that people prove they have been vaccinated against COVID-19. State governments have enacted various rules around the use of proof-of-vaccination requirements in their states, such as banning proof-of-vaccination requirements in some circumstances or implementing policies—sometimes called vaccine passports—that allow vaccinated people to bypass COVID-19 restrictions or engage in activities unavailable to unvaccinated people.
20 states, all with Republican governors, prohibit proof-of-vaccination requirements. In eleven states, governors banned proof-of-vaccination requirements through executive orders. In nine states, legislators passed laws banning proof-of-vaccination requirements.
4 states—California, New York, Hawaii, and Oregon—have facilitated the creation of digital vaccination status applications or exempt fully vaccinated individuals from some COVID-19 restrictions if they can provide proof of vaccination. All four states have Democratic governors.
State proof-of-vaccination policies
Twenty states have banned proof-of-vaccination requirements. All 20 states—Alabama, Alaska, Arizona, Arkansas, Florida, Georgia, Idaho, Indiana, Iowa, Missouri, Montana, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Tennessee, Texas, Utah, and Wyoming—have Republican governors. In total, 20 out of the 27 states with Republican governors have prohibited proof-of-vaccination requirements through executive orders or legislation. Eight states with Republican governors—Maryland, Massachusetts, Mississippi, Nebraska, New Hampshire, Vermont, West Virginia—have not prohibited proof-of-vaccination requirements at any level of government.
Four states have facilitated the creation of digital vaccination status applications or proof-of-vaccination programs that allow fully vaccinated people to bypass some coronavirus restrictions. All four states—California, Hawaii, New York, and Oregon—have Democratic governors. Nineteen states with Democratic governors have neither prohibited nor facilitated proof-of-vaccination requirements at any level of government.
The following map shows the states that have prohibited proof-of-vaccination requirements through executive orders or legislation. It also shows the states that have implemented proof-of-vaccination requirements for some activities.

Montana First U.S. State to Ban Vaccine Requirements For Employees
Montana is the only state where private companies can not require their employees to get the COVID-19 vaccine.
Follow this story on Reddit for comments.
Benefis Health Systems announced such a mandate earlier this year that had to be rescinded once Governor Gianforte signed a new law in may stating that’s not allowed.
State health professionals said it’s a “travesty” that this is no longer an option for employers as active cases are nearing 3,500.
While many large companies across the U.S. have announced that COVID-19 vaccines will be required for their employees to return to work in person, there is one state where such requirements are banned: Montana.
Under a new law passed by the state’s Republican-controlled Legislature earlier this year, requiring vaccines as a condition for employment is deemed “discrimination” and a violation of the state’s human rights laws.
Montana is the only state in the U.S. with a law like this for private employers, said Hemi Tewarson, executive director of the National Academy for State Health Policy.
GOP lawmakers who supported the bill in the state Legislature said it was needed in response to employers “coercing” employees to get vaccinations under threat of termination. Some of the loudest supporters of the bill were employees of Benefis Health System in Great Falls who were told earlier this year that COVID-19 vaccines would be necessary to keep their jobs.
Benefis was forced to backtrack on that plan when the law was signed by Gov. Greg Gianforte in May.
Gianforte, a former business executive who founded and ran a technology company, gave the bill the green light after changing it to allow health care facilities to require unvaccinated workers and those who refuse to disclose their vaccination status to wear masks and take other precautions.
He stood behind the law this week amid heightened scrutiny.
“While the governor continues to encourage Montanans to receive safe and effective vaccines, doing so is voluntary and no individual should face discrimination based on vaccination status,” Brooke Stroyke, a spokesperson for Gianforte, said in an email.
While the list of national corporations requiring vaccines of their employees who want to return to work in-person continues to grow, which now includes Google, Facebook, Walmart, and United Airlines, businesses in Montana don’t have that option.
“Most (businesses) feel like their hands are tied right now,” said Mike Rooney, operations director for Downtown Helena Incorporated, an organization that represents businesses in downtown Helena. “Some would definitely be very supportive of a vaccination requirement or a mask requirement.”
The Montana Hospital Association opposed the law before it took effect, warning that it would make it harder for the state to meet its need for medical services. Now, the association is saying their fears may come to fruition.
Dr. Neil Ku, an epidemiologist at Billings Clinic who sits on the board of the Society for Healthcare Epidemiology of America, said the law sets Montana apart in conversations about how to combat the coronavirus.
“It is very very difficult for me to participate in the conversation when everywhere in the country can talk about vaccinating their employees but I can’t,” Ku said.
Hospitals in Montana until recently required their employees to get most vaccines approved by the Centers for Disease Control, including the annual flu shot, providing an avenue for employees to opt-out for medical or religious reasons. Now, that is no longer possible, leaving both workers and patients vulnerable.
Across the U.S., 60% of those eligible are vaccinated against the COVID-19. In Montana, that number is 49%.
In Montana hospitals, employees are vaccinated at a higher rate, but without a requirement, patients must contend with added risk to their health when seeking care.
“It holds us out as an anomaly against the rest of the nation,” said Rich Rasmussen, president of the Montana Hospital Association. “We have to rely on recruiting from out of state. The rest of the nation is looking at us and they are saying, ‘I don’t know if I want to practice in Montana, because of their approach to patient and employee safety as it relates to vaccinations.’"
Facing the specter of a coronavirus surge, Montana employers are left to navigate their way to keep employees safe and the doors open.
“A lot of businesses feel like they don’t have the support right now, so for them, it’s about how do they figure it out on their own end,” Rooney said.
How Government Agencies & Media Need To Change Policies
Featuring Robert Malone, MD, MS
Internationally recognized scientist and original inventor of mRNA- & DNA-Vaccination Technologies
The "Black Swan" event of 2020 — the SARS-CoV-2 pandemic — imposed disruptive stresses on virtually all local, national, and international systems. In response, many governments (Germany, England, America) chose to invest in, emphasize, and expedite deployment of non-traditional gene therapy-based vaccines, while excluding off-label drug use (i.e. famotidine, hydroxycholoroquine, etc.).
One has to ask: Why?
Why would governments and governmental agencies purposefully ignore — and in many instances, ban — repurposed OTC drug therapies, while ramrodding at breakneck speed what some have called, at best, an "experimental drug?"
And in a country identified with the right to free speech, why would doctors, scientists and everyday citizens who are questioning public policy regarding the vaccine be likewise ignored, censored and — in many instances like Dr. Malone — banned?
As the leading scientist in cutting edge vaccine technology development and being at the forefront of public health responses over 30 years, Dr. Robert Malone, MD, MS is uniquely qualified to discuss the origins of these preferentially treated genetic vaccine platforms and current government implementation policies. Today, public policy, bioethics, traditional-, social- and other media censorship, academia, "Big Pharma," tech, and myriad sectors interact under unprecedented stress. Are the governmental responses we are witnessing — that reveal emergent threats to individual rights and good government — all part of the "Noble Lie?"
ABOUT OUR SPEAKER: Robert W. Malone MD, MS is an internationally recognized scientist (virology, immunology, molecular biology) and the original inventor of mRNA- and DNA-vaccination, and multiple non-viral DNA and RNA/mRNA delivery technologies.
Dr. Malone has assembled and managed expert teams focused on solving complicated biodefense challenges to meet US government requirements, and were instrumental in enabling the PHAC/rVSV ZEBOV (“Merck Ebola”) vaccine to move quickly to licensure.
Since January 10, 2020 Dr. Malone has been focused on clinical research including the COVID-19 disease mechanism, drug development, non-invasive treatments, and repurposed COVID-19 drug treatments, such as mast cells, celecoxib, dexamethasone, and famotidine.
He is a US-based physician-scientist consultant specializing in developing medical countermeasures (vaccines and drugs) for infectious diseases. He has served as an Assistant and Associate Professor of Pathology and Surgery at UC Davis, University of Maryland, and the Armed Forces University of the Health Sciences. Among Dr. Malone's many core competencies are clinical development and regulatory affairs. He was scientifically trained at the Salk Institute of Molecular Biology and Virology Laboratories, among other prestigious institutions.

Why Isn't Ivermectin Being Used Promoted For Treatment?
India destroyed covid with Ivermectin in a few months with only a 2% vaccination rate back in May. In those two months, they brought cases and deaths down 97% wherever it was used and gained herd natural immunity, which prevents spread. The vaccines can't do that because they don't prevent spread.
A 97% decline in Delhi cases with Ivermectin is decisive - period. It represents the last word in an epic struggle to save lives and preserve human rights. This graph symbolizes the victory of reason over corruption, good over evil, and right over wrong. It is as significant as David’s victory over Goliath. It is an absolute vindication of Ivermectin and early outpatient treatment. It is a clear refutation of the WHO, FDA, NIH, and CDC's policies of "wait at home until you turn blue" before you get treatment.
Dr. Pierre Kory told the world on December 8, 2020, that Ivermectin "obliterates" this virus. Obliterate means to decimate, demolish, or annihilate. It means to eliminate or destroy all trace, indication, or significance.
This graph shows that Ivermectin, used in Delhi beginning April 20, obliterated their COVID crisis. No one should be able to talk you out of this - not a salesman, a drug company, a television celebrity doc, and certainly not the top doctor for the WHO or the NIH who is paid to do that.
Will you believe this 97% eradication graph, or will you believe the propaganda pitched by the Big Media, Big Pharma, the WHO, and the FDA, who share massive financial conflicts of interest – those who say there is insufficient evidence?
What evidence could be any clearer than a 97% reduction in five weeks? That number is better than the current vaccines and beyond the reach of most medicines.
The WHO cautioned India they were making a mistake by using Ivermectin. They told them it could be dangerous, that there was no evidence it worked. How many lies will you buy before you stand up for the truth?
How Much Does Big Pharma Spend on Advertising & PR?
Here is a list of top 50 companies. Why Istn't J&J On This List?
If you watch television for any amount of time, you’re probably going to see a drug commercial that tugs on your heart strings, promises to heal your worst medical conditions, and then a voiceover will quickly gloss over the multitude of side effects in a too-quick-to-understand string of monotone words. Prescription medications are are multi-BILLION dollar industry that’s making not only the pharmaceutical companies tons of money, but also the network television stations. How is this influencing public opinion AND health?
Are you annoyed yet how much these ads are on TV? Equally concerning is that pharmaceutical advertising is banned in just about every country except the United States and New Zealand. And consider this: the average American watches 16 hours of pharmaceutical commercials each year which is more time than they spend with their primary physician. One-third of these people ask their doctors about a drug advertisement and most request a prescription.
Are any these companies responsible for the negative PR campaigns to smear Dr. Judy Mikovitz theory PhD Scientist "A Vaccine Could Be Causing The Covid-19 Pandemic"? All of these debunking articles are trying to discredit Judy's reputation and none of them really are answering the true questions that she raises.
Why Did LA County Ban Halloween Trick-or-Treating?
The one day everyone wants to wear a mask, the idiot Mayor of Los Angeles, Eric Garcetti believes that 'door to door trick or treating is not allowed because it can be very difficult to maintain proper social distancing,' health officials said The Los Angeles County Department of Public Health announced a ban on door-to-door trick-or-treating, carnivals, festivals, live entertainment, and haunted houses.
Free Speech Rights Are Being Tested
Free speech advocates are furious that YouTube removed a viral video of two California doctors questioning the threat level of the coronavirus.
The doctors, Dan Erickson and Artin Massihi, have made the argument that the mortality rate of the coronavirus is similar to the flu and, therefore, shelter-in-place orders are overblown. The doctors also called for businesses to reopen but were hit with criticism and attempts to debunk their claims.
Many people including myself have experienced censorship posting articles and in discussion within local Facebook groups. Radical liberals are often asking for opposing views and discussion to be removed. Their justification is you are killing people by posting misinformation. Misinformation is usually just an opposing view that is not popular.
The most chilling suggestion, however, comes from the politicians and academics who have called for the censorship of social media and the internet. The only thing spreading faster than the coronavirus has been censorship and the loud calls for more restrictions on free speech. The Atlantic recently published an article by Harvard Law School professor Jack Goldsmith and University of Arizona law professor Andrew Keane Woods calling for Chinese style censorship of the internet.
The justification for that is the danger of “fake news” about coronavirus risks and cures. Yet this is only the latest rationalization for rolling back free speech rights. For years, Democratic leaders in Congress called for censorship of “fake news” on social media sites. Twitter, Facebook, and YouTube have all engaged in increasing levels of censorship and have a well known reputation for targeting conservative speech.
Hillary Clinton has demanded that political speech be regulated to avoid the “manipulation of information” and stated that Facebook founder Mark Zuckerberg “should pay a price for what he is doing to our democracy” by refusing to remove any opposition postings. In Europe, free speech rights are in a free fall, and countries such as France and Germany are imposing legal penalties designed to censor speech across the world.
Many of us in the free speech community have warned about the growing insatiable appetite for censorship in the West. Yet we have been losing the fight, and free speech opponents are now capitalizing on the opportunity presented by the pandemic. Representative Adam Schiff sent a message to the executives of Google, Twitter, and YouTube demanding censorship of anything deemed “misinformation” and “false information.”
Yet YouTube did exactly that a few days earlier by removing two videos of California doctors who called for the easing of state lockdown orders. The doctors argued that the coronavirus is not as dangerous as suggested and that some deaths associated with the pandemic are not accurate. There is ample reason to contest their views but, instead, YouTube banned the two videos to keep others from reaching their own conclusions.
Facebook will not only remove posts it considers misinformation about the coronavirus but will issue warnings to those who “like” such postings. Facebook said that it wants to protect people from dangerous remedies and false data. Ironically, the World Health Organization praised Sweden for its rejection of the very restrictions criticized by the two doctors. The group declared that Sweden is a “model” country despite its rejection of lockdown measures being protested in the United States.
China has been particularly eager not to “waste” the opportunity of this crisis. Chinese professor Xu Zhangrun is one of many citizens arrested after publishing criticism of Xi Jinping on his handling of the crisis. The government deemed such criticism to be fake news causing panic. It has censored accounts of its concealing the source of the original outbreak, including censorship on popular Chinese apps such as WeChat.
